What Happened
Nikki Floris, the former FBI Foreign Interference Task Force Chief, was arrested on Friday for allegedly helping to shape the media narrative that the Hunter Biden laptop story was Russian disinformation. According to a new legal complaint, Floris boasted about running a 'shadow government' and worked with the media to label factual reporting about the Biden family as part of a malign Russian influence operation.
The complaint specifically refers to an NBC journalist, and the events described align with a story by then-NBC correspondent Ken Dilanian. Although the document does not prove Floris was a source for Dilanian, it indicates that she worked with the media and received a message from NBC at the same time the outlet broke a story that suited the FBI's narrative.
Floris and co-defendant Bradley Benavides are scheduled to appear in federal magistrate court in Washington, D.C. Floris has denied wrongdoing through her attorneys, who said in a statement that 'the DOJ has accused her falsely of a crime on the say-so of politicians, not on the facts.'
What the Evidence Establishes
The complaint shows that Floris acted as a source for the media in the wake of an October 14, 2020, story revealing some of the damaging contents of a laptop Hunter Biden abandoned at a computer repair shop. The next day, on October 15, 2020, Floris assisted with the FBI's response to press inquiries, including a question about whether the FBI had the laptop.
Floris forwarded a message from an NBC reporter about the seized laptop to FBI executive leadership and her deputy. The NBC reporter stated that the outlet would report that 'FBI is investigating whether the emails and other materials published by the New York Post are linked to a foreign intelligence operation designed to interfere in the election[,] [a]nd that's the reason the laptop and hard drive were seized by the FBI.'
Declassified documents have revealed that Floris ran an operation codenamed 'Round River' that labeled derogatory information about Biden, corruption, and Ukraine supplied by confidential human sources as Russian disinformation. The FBI's distinction between 'conduits' of Russian disinformation and 'targets' of Russian disinformation is clear: the bureau classified Republicans as the perpetrators and Democrats as the victims.
Where the Accounts Conflict
Floris told the House Judiciary Committee in July 2023 that Hunter Biden had never been a topic of discussion within the FBI's division, a statement disproven by documentary evidence, communications, and witness accounts, according to the complaint. The FBI official who oversaw the criminal investigation into Hunter Biden said Floris was in frequent communication with that team.
NBC and Dilanian did not respond to repeated requests for comment. Floris could not be reached for comment, and her attorneys have denied wrongdoing. The FBI said in a statement that 'weaponization will never be tolerated at this FBI' and that 'anyone who abuses their position of public trust will be held accountable.'
The complaint includes evidence that Floris was well aware of the fact that the FBI had obtained the laptop in December 2019 as part of a criminal investigation into Hunter Biden for tax and money-laundering offenses. In 2024, Hunter Biden was convicted of three federal felony charges related to his purchase of a handgun while using narcotics and pleaded guilty to nine federal tax charges, but he received a pardon from his father in his final days in office in December of that year.
Context and Stakes
The arrest of Nikki Floris and the allegations against her have significant implications for the FBI and the media. The complaint suggests that the FBI was involved in shaping the media narrative around the Hunter Biden laptop story, which could have impacted the outcome of the 2020 presidential election.
The stakes are high, with potential consequences for the FBI's credibility and the trust of the American people. The case also raises questions about the role of the media in reporting on sensitive topics and the potential for government agencies to influence the narrative.
The FBI's 'Round River' operation and the labeling of derogatory information about Biden as Russian disinformation have sparked concerns about the bureau's handling of sensitive information and its potential for politicization. The case has also highlighted the importance of a free and independent press in holding those in power accountable.
What to Watch Next
As the case against Floris and Benavides moves forward, it will be important to watch for any developments in the investigation and potential testimony from key witnesses. The FBI's response to the allegations and any potential reforms or changes to its policies and procedures will also be worth monitoring.
The media's handling of the story and any potential fallout from the allegations will also be significant. The case has already sparked controversy and debate, with some arguing that the FBI's actions were justified and others claiming that they were a clear example of politicization and abuse of power.
The outcome of the case will have significant implications for the FBI, the media, and the American people. It will be important to follow the developments closely and to hold those in power accountable for their actions.
