What Happened
President Donald Trump told reporters Monday he would meet with Russian President Vladimir Putin and Chinese President Xi Jinping to discuss ending the Ukraine war, suggesting such a meeting could proceed without Ukrainian President Volodymyr Zelenskyy present. "Anything I can do to end the war, whether somebody's there or not," Trump said as he departed the White House for a campaign rally in Kansas. The Wall Street Journal reported Putin floated the three-way summit in an October 9 phone call to Trump, citing a former Russian intelligence officer briefed on the matter. The meeting could occur at the Asia-Pacific Economic Cooperation summit in November in Shenzhen, China. Secretary of State Marco Rubio confirmed Monday in Uzbekistan that "there's been talks of a meeting" and "the president has been clear" about openness to any opportunity to end the war. Simultaneously, the Trump administration waived new Russia sanctions from a bill introduced by the late Senator Lindsey Graham via executive order on October 18, and temporarily lifted sanctions on Russian diesel exports after striking a deal with the Kremlin to permit diesel into global markets amid an energy shortage linked to the Iran conflict.
What the Evidence Establishes
Multiple independent sources confirm Putin proposed a trilateral leaders' summit with Trump and Xi focused on Ukraine, with denuclearization also cited as a key topic. The Journal's October 9 call detail comes from a former Russian intelligence officer. Rubio's public comments in Uzbekistan verify discussions are underway. The diesel-for-sanctions-relief deal is documented: Moscow agreed to sell diesel globally after Trump's October 11 "energy ceasefire" announcement. However, Russia continued striking Ukrainian infrastructure despite the ceasefire, launching 16 ballistic missiles at Kyiv and over 200 drones nationwide on Monday alone, damaging more than 10 energy facilities and leaving 550,000 households without power, according to Zelenskyy's X post. Ukraine paused its own strikes for three days before resuming Thursday, citing continued Russian attacks. Rep. Max Miller (R-Ohio) publicly opposed the sanctions waiver Monday, arguing the administration should not waive sanctions passed by Congress to punish Russia. Senator Richard Blumenthal (D-Conn.) reported Zelensky told a bipartisan Senate group on a call hosted by Sen. Thom Tillis (R-N.C.) that Ukraine still lacks full access to the Starshield satellite network and U.S. intelligence sharing.
Where the Accounts Conflict
Sharp contradictions exist between Washington and Kyiv on intelligence and satellite access. Zelenskyy told NBC's Meet the Press Sunday that intelligence sharing had been interrupted then "de-blocked," and accused the White House of ordering Starshield restrictions. Reuters reported Thursday the restriction call came from inside the White House, citing two U.S. officials. The Telegraph reported Friday that Elon Musk approached Trump with the idea of slowing Starlink in Ukraine and both had a hand in imposing restrictions. Musk pinned responsibility on the U.S. government, writing on X that "Starshield systems are owned and controlled by the U.S. government." Trump denied Friday the White House ordered restrictions. Rubio contradicted Zelenskyy Monday, insisting there had been no pause in intelligence sharing and saying Zelenskyy should focus on ending the war. Zelenskyy's Sunday Bloomberg interview added another layer: "Steps have been taken to convince Ukraine to capitulate... that's how it looks." The Kremlin has not publicly confirmed the summit proposal details reported by the Journal.
Context and Stakes
The proposed Putin-Trump-Xi summit would be unprecedented: the U.S., China, and Russia have never held a leaders' summit on nuclear arms. Excluding Zelenskyy would mark a fundamental shift from the Biden administration's "nothing about Ukraine without Ukraine" framework. Ukraine's First Deputy Minister for Recovery Serhiy Derkach told CNBC Monday Kyiv hopes to retain Washington's support but stressed Ukraine needs the U.S. to "stay in the middle" at minimum. European allies have expressed alarm at the sanctions relief and summit talks. The diesel deal emerges as Iran-related energy shortages pressure global markets; Trump claimed Ukraine striking Russian energy infrastructure was driving up diesel prices. Zelenskyy countered Sunday that "America should see that Russia is not taking any reciprocal steps... On the contrary, they take every signal of an opportunity to make money as proof that their bet on war is paying off." Ukraine's October 19 strike of over 1,000 drones into Russia hit an oil export terminal and refinery in St. Petersburg. Russia has intensified attacks on Ukrainian transport infrastructure including border crossings, railways, and shipping routes. The Graham sanctions bill waiver and diesel sanctions relief represent concrete concessions to Moscow while Kyiv faces degraded battlefield awareness from Starshield restrictions.
What to Watch Next
Three near-term developments will clarify trajectory. First, whether the APEC summit in Shenzhen in November materializes as the venue for a Putin-Trump-Xi meeting; Rubio said the meeting isn't finalized. Second, whether Starshield access and intelligence sharing are fully restored to Ukraine; Blumenthal's report indicates the restriction persists as of Monday's Senate call. Third, congressional response to the sanctions waivers: Miller's opposition signals potential Republican fracture, while Graham's bill (now waived) had bipartisan sponsorship. Zelenskyy's capitulation warning to Bloomberg suggests Kyiv may escalate public pressure on Washington. Derkach's "stay in the middle" framing implies Ukraine will accept neutrality over abandonment. Watch for Rubio-Zelenskyy direct engagement after Rubio's public rebuke. The Iran war energy shortage context means diesel flows could become a recurring leverage point. Musk's role as Starshield gatekeeper bears monitoring given his direct Trump access and public X statements assigning government responsibility.
Bottom Line
Trump has opened a diplomatic channel with Putin and Xi that excludes Zelenskyy, backed by tangible concessions including diesel sanctions relief and a Graham bill waiver. Russia has not reciprocated militarily, intensifying strikes on Ukrainian energy and transport infrastructure after the October 11 energy ceasefire. Kyiv faces degraded satellite and intelligence access amid conflicting White House denials and official confirmations of restrictions. The structural alignment is shifting: Washington negotiating directly with Moscow over Ukraine's future while Kyiv's battlefield enablers are constrained. Whether this produces a ceasefire or capitulation depends on whether Putin accepts a deal Trump can sell domestically and whether Congress or allies constrain the executive's sanctions authority. The Starshield restriction remains the clearest operational leverage point over Kyiv's military effectiveness.
