The Catalyst: High-Stakes Diplomacy in a Volatile Middle East
On Tuesday, July 21, 2026, Lebanese President Joseph Aoun arrived in Washington, D.C., for critical talks with United States President Donald Trump at the White House. This meeting is positioned at a precarious juncture for the Middle East, marked by renewed hostilities between the United States and Iran, which directly threaten to reignite the long-standing conflict between Hezbollah and Israel in Lebanon. Aoun's primary agenda items include securing an Israeli withdrawal from southern Lebanon through negotiations and, concurrently, disarming Hezbollah. The Lebanese government, despite facing internal criticism regarding its perceived lack of leverage, is banking on President Trump's 'goodwill' to guarantee any potential agreement. Aoun's office has explicitly stated its intention to translate Washington's interest in Lebanon into tangible support for both the Lebanese military and its struggling economy. This strategy involves enlisting the staunchly pro-Israel Trump administration as a backer for Aoun's ambitious agenda, which centers on a trilateral framework involving Lebanon, Israel, and the U.S. This framework, however, has been vehemently rejected by Hezbollah, setting the stage for significant internal and regional friction.
Adding another layer of complexity to the regional dynamics, the Trump administration has reportedly greenlit a controversial nuclear enrichment project for Saudi Arabia. This draft deal, which has been viewed by CNN, notably lacks traditional safeguards designed to prevent the development of nuclear weapons. While the US-Saudi negotiations concluded in October of the previous year, President Trump's signature is still pending. Unnamed officials cited in the report suggest that the mandatory '123 agreement' and associated safeguards protocols have not yet been submitted to Congress, possibly due to concerns about bipartisan opposition. This timing is particularly sensitive given the impending November elections, which could see a shift to a Democratic majority in Congress, potentially obstructing the President's policy initiatives. Crown Prince Mohammed bin Salman and his advisors have consistently advocated for a deal that would permit domestic uranium enrichment, citing the kingdom's substantial uranium reserves. Saudi Energy Minister Prince Abdulaziz bin Salman previously stated, 'We will enrich it and we will sell it and we will do a 'yellowcake',' referring to an early stage in the nuclear fuel cycle. These two distinct but interconnected diplomatic maneuvers underscore a broader pattern of the Trump administration's transactional approach to foreign policy, often prioritizing deal-making over traditional diplomatic protocols and non-proliferation concerns, with profound implications for regional stability and global security.
Historical Context: Decades of Conflict and Shifting Alliances
The current diplomatic efforts surrounding Lebanon and Israel are deeply rooted in a long and often violent history. Lebanon and Israel have never established diplomatic relations, with their interactions consistently defined by bloodshed and repeated Israeli invasions. The conflict predates Hezbollah's formation by decades; shortly after Israel's establishment in 1948, its forces were involved in incidents such as the killing of dozens of civilians in the border town of Houla, a spillover from the Nakba, the mass displacement of Palestinians that year. Hezbollah itself was founded in 1982 with Iranian assistance, specifically to counter Israeli forces that had advanced to Beirut in an effort to expel the Palestinian Liberation Organization (PLO) from Lebanon. The group maintains that its fight against Israel is legitimate under the UN Charter's provisions for self-defense, asserting this right without requiring Beirut's explicit approval. This historical narrative of conflict and resistance forms the backdrop against which President Aoun is attempting to negotiate a new security reality for Lebanon.
Parallel to this, Saudi Arabia's pursuit of nuclear capabilities has a significant history. The kingdom has long expressed ambitions for a civilian nuclear program, and the push for domestic uranium enrichment has been a consistent demand from Crown Prince Mohammed bin Salman. This ambition gained prominence during his visit to the White House in November of the previous year. The broader regional context includes Saudi Arabia's strategic alignment with other powers; notably, days after Israel attacked Hamas negotiators in Qatar earlier this year, Saudi Arabia signed a defense pact with Pakistan, the only nuclear-armed Muslim-majority state, which possesses an estimated 170 nuclear warheads. Saudi and Pakistani officials described this agreement as encompassing 'all military options.' This move was interpreted by some, including a former US intelligence official cited by Middle East Eye, as an attempt to pull Saudi Arabia out from under Pakistan's nuclear umbrella and provide a sense of security comparable to that of Qatar. The US has a history of imposing strict non-proliferation safeguards in its nuclear agreements, exemplified by the '123 Agreements' signed with countries like the UAE, Morocco, and numerous European and Asian nations. These agreements typically make cooperation conditional on commitments not to enrich uranium or reprocess spent nuclear fuel. The proposed deal with Saudi Arabia, by potentially waiving these traditional safeguards, marks a significant departure from established US non-proliferation policy and raises substantial concerns about regional nuclear proliferation, contrasting sharply with the precedent set by the UAE's 2009 signing of the IAEA Additional Protocol.
Stakeholder Positions: Divergent Interests and Strategic Maneuvers
The various parties involved in these unfolding diplomatic and security scenarios hold deeply divergent interests. Lebanese President Joseph Aoun and Prime Minister Nawaf Salam's government are actively seeking to leverage US support to achieve two critical objectives: the withdrawal of Israeli forces from southern Lebanon and the disarmament of Hezbollah. They view the proposed trilateral framework with the US and Israel as the primary vehicle for achieving these goals, believing that Washington's interest can be translated into concrete economic and military aid. However, this position is not universally accepted within Lebanon. Critics, including some supporters of Aoun and Salam, acknowledge the framework's shortcomings, arguing that it compromises Lebanese sovereignty by making Israeli withdrawal contingent on conditions set by the 'occupying power' and Washington, and by committing Lebanon not to pursue accountability for Israeli abuses in international forums. Rights advocates have specifically voiced alarm over the clause stating, 'Israel and Lebanon commit to take good faith measures that demonstrate positive intent, including the cessation of all hostile or adverse actions in international political or legal fora.'
Hezbollah, a powerful political and military force in Lebanon, vehemently rejects the trilateral framework. The group views the deal as an abandonment of Lebanese sovereignty and has explicitly stated it will not abide by its terms. Hezbollah's stance is rooted in its historical role as a resistance movement against Israeli occupation, arguing its legitimacy for self-defense under the UN Charter. This position directly contradicts the framework's aim to disarm the group. Israel's stated objectives, as articulated by officials like Defence Minister Israel Katz, include the 'annihilation' of border towns, echoing actions seen in Gaza, and a commitment to remain in Lebanon 'as long as necessary,' despite declaring 'no territorial ambitions' in the framework. This creates a significant trust deficit and complicates any genuine withdrawal. The United States, under the Trump administration, appears to be pursuing a transactional foreign policy. Secretary of State Marco Rubio emphasized that supporting the legitimate Lebanese government, led by Aoun, is the most effective way to counter Hezbollah and Iran, stating, 'President Aoun will be able to return to Lebanon and say to the people of Lebanon that he is the one that’s getting positive results for the people – all Lebanese… not Hezbollah, not Iran.' Simultaneously, the administration is pushing for the Saudi nuclear deal, prioritizing strategic alignment and deal-making over traditional non-proliferation concerns, a move that has drawn criticism from within the US foreign policy establishment and is expected to face bipartisan pushback in Congress, particularly if a Democratic majority emerges after the November elections. Saudi Arabia, for its part, is determined to acquire domestic uranium enrichment capabilities, viewing it as a matter of national sovereignty and strategic independence, potentially seeking to enhance its regional standing and security posture.
Mechanics & Evidence: The Frameworks and Their Controversies
The proposed trilateral framework between Lebanon, Israel, and the United States outlines a new security and political reality for Lebanon. Central to this framework is Lebanon's recognition of Israel and an agreement to condition Israeli withdrawal from the country on the disarmament of Hezbollah. The deal mandates the creation of 'pilot zones' in south Lebanon, where the Lebanese Armed Forces (LAF) would deploy as Israel withdraws. The stated purpose of these zones is to ensure no Hezbollah presence, thereby enabling reconstruction and the return of residents. However, the implementation of this concept has already faced significant challenges. The first pilot zone declared by Washington on Monday, July 20, 2026, is located in three towns that Israel did not occupy during the recent conflict, effectively negating the immediate benefit of Israeli withdrawal for Lebanon. This detail undermines the framework's stated objective and fuels skepticism among critics who argue it legitimizes occupation rather than ending it. Furthermore, the framework appears to directly contradict a prior memorandum of understanding between Lebanon and Iran, which called for an unconditional ceasefire and respect for Lebanon's sovereignty and territorial integrity. The US-Lebanon-Israel deal also includes a contentious clause where Lebanon commits not to pursue accountability for Israeli abuses at international courts or the UN, a provision that has drawn strong condemnation from rights advocates.
Regarding the US-Saudi nuclear deal, the evidence points to a significant departure from established non-proliferation norms. The Trump administration has reportedly greenlit Saudi Arabia's nuclear enrichment project without incorporating traditional safeguards. The draft deal, which includes a mandatory '123 agreement,' does not explicitly require Saudi Arabia to adopt the IAEA Additional Protocol. This protocol, signed by the UAE in 2009, grants the United Nations’ International Atomic Energy Agency (IAEA) additional access to nuclear facilities, data, and undeclared sites, serving as a crucial non-proliferation measure. The language in the document reportedly leaves room for Saudi Arabia to enrich uranium, stipulating only 'additional safeguards and verification measures to the most sensitive areas of potential nuclear cooperation,' rather than an outright prohibition. This contrasts sharply with previous US nuclear agreements, such as the one with the UAE, which explicitly conditioned cooperation on commitments that the UAE would not enrich uranium or reprocess spent nuclear fuel. Reuters reported that the Trump administration sent a preliminary report to congressional committees in November, a required step if the Additional Protocol is not being pursued. This indicates a deliberate choice by the administration to prioritize the deal's completion, even if it means bypassing long-standing non-proliferation requirements and potentially increasing the risk of nuclear proliferation in an already volatile region. The lack of transparency surrounding these negotiations, with documents not yet sent to Congress despite negotiations concluding in October, further raises concerns about the administration's intent and the potential for bypassing legislative oversight.
What Happens Next: Scenarios and Potential Flashpoints
The immediate aftermath of President Aoun's meeting with President Trump will likely see intense scrutiny on the specifics of any agreements reached and their reception within Lebanon. Aoun's ability to 'return to Lebanon and say to the people of Lebanon that he is the one that’s getting positive results' will be severely tested by Hezbollah's stated refusal to abide by the trilateral framework. The group's historical commitment to resistance and its alignment with Iran suggest that any attempt to disarm it or recognize Israel without its consent will be met with significant opposition, potentially leading to increased internal instability and renewed clashes. The effectiveness of the 'pilot zones' will also be a critical factor; if the initial zones do not lead to tangible Israeli withdrawals from occupied territories, the Lebanese government's credibility will be further eroded. Furthermore, the broader regional conflict between the US and Iran, which risks reigniting the Hezbollah-Israel front, remains a significant wildcard. President Trump's willingness and ability to exert 'necessary pressure' on Israeli Prime Minister Benjamin Netanyahu to end the occupation of Lebanon will be a key determinant of the framework's success or failure. Historically, US administrations have faced challenges in balancing support for Israel with broader regional stability objectives, and Trump's approach, while transactional, has shown instances of divergence from traditional Israeli policy, such as his rejection of the Israeli attack on Beirut in June.
On the Saudi nuclear front, the path forward is fraught with political and legislative hurdles. The Trump administration's decision to greenlight a deal without traditional non-proliferation safeguards is almost certain to face significant bipartisan pushback in the US Congress. With the November elections looming and the possibility of a Democratic majority, the window for President Trump to push through such a controversial agreement without substantial modifications is narrowing. If the documents are indeed withheld from Congress until after the elections, a new legislative landscape could effectively 'stymie' the deal, as unnamed officials have suggested. The implications for regional stability are profound; a Saudi Arabia with domestic uranium enrichment capabilities, especially without the IAEA Additional Protocol, could trigger a nuclear arms race in the Middle East, prompting other regional powers to pursue similar capabilities. This would fundamentally alter the strategic balance and increase the risk of proliferation in an already volatile area. The international community, particularly non-proliferation advocates, will be closely watching how Congress responds to this proposed deal and whether it will insist on stricter safeguards, aligning with historical US policy and international norms. The interplay between these two diplomatic initiatives—one seeking to de-escalate a long-standing conflict and the other potentially introducing a new dimension of risk—will define the immediate future of US engagement in the Middle East.
The Bottom Line: Transactional Diplomacy and Regional Realignments
The core takeaway from these concurrent developments is the Trump administration's continued reliance on a transactional, deal-making approach to foreign policy, often at the expense of traditional diplomatic norms and long-standing non-proliferation principles. In Lebanon, the administration is attempting to broker a complex trilateral agreement that seeks to stabilize the volatile border with Israel and disarm Hezbollah, a key Iranian proxy. While offering conditional support to President Aoun's government, the framework's controversial clauses—such as Lebanon's commitment to forgo international legal action against Israel and the initial 'pilot zones' being in non-occupied areas—raise significant questions about its efficacy and fairness. The success of this initiative hinges not only on Trump's ability to pressure Israeli Prime Minister Netanyahu but also on Aoun's capacity to garner domestic support in the face of Hezbollah's outright rejection. The potential for renewed conflict between Hezbollah and Israel, exacerbated by broader US-Iran tensions, remains a critical and immediate risk, underscoring the fragility of any proposed peace.
Simultaneously, the proposed US-Saudi nuclear deal represents a significant and potentially destabilizing shift in US non-proliferation policy. By reportedly greenlighting Saudi uranium enrichment without requiring the IAEA Additional Protocol, the Trump administration is prioritizing strategic alignment and economic interests over the global effort to prevent nuclear weapons proliferation. This move, if finalized, could fundamentally alter the security landscape of the Middle East, potentially encouraging other nations in the region to pursue their own enrichment capabilities, thereby increasing the risk of a regional nuclear arms race. The deal's future is uncertain, facing likely congressional opposition, particularly with the prospect of a Democratic majority after the November elections. Both the Lebanese framework and the Saudi nuclear deal illustrate a foreign policy doctrine that seeks immediate, tangible agreements, even if they entail significant long-term risks and challenge established international norms. The coming months will reveal whether these high-stakes gambits lead to genuine stability or inadvertently sow the seeds for greater regional instability and proliferation challenges, forcing a re-evaluation of US strategic priorities in the Middle East.
