What Happened
Susan B. Anthony Pro-Life America and its super PAC, Women Speak Out PAC, have launched an intensive voter contact campaign in Iowa ahead of the November midterms. The organization has already completed over 172,000 door-to-door visits across the state, specifically targeting the Des Moines, Davenport, and Cedar Rapids regions. Simultaneously, a nationwide political shift is occurring as 34 data center-related ballot measures are scheduled for voting across seven states: California, Florida, Illinois, Kansas, Nevada, Ohio, and Wisconsin. These measures represent a direct public response to the rapid expansion of artificial intelligence infrastructure and its impact on local resources.
What the Evidence Establishes
Financial disclosures and field reports confirm a high-capital mobilization in Iowa. Susan B. Anthony Pro-Life America has committed a $650,000 digital expenditure, while the Women Speak Out PAC is deploying $1.35 million to reach voters. The group’s President, Marjorie Dannenfelser, stated the organization intends to reach 10.5 million voters nationwide during this cycle. In the technological sector, the scale of the infrastructure debate is concentrated in Ohio, which hosts 20 of the 34 nationwide data center measures. Public sentiment data from a Fox News national poll indicates a significant gap in AI perception, with 60% of voters holding a negative view of AI compared to 37% who view it positively.
Where the Accounts Conflict
The primary conflict in the Iowa campaign involves the characterization of Democratic gubernatorial candidate Rob Sand. SBA canvassers distribute literature labeling Sand as 'wrong for Iowa families' and alleging he intends to overturn Governor Kim Reynolds’ pro-life policies. The literature further claims Sand supports 'painful late term abortions.' Conversely, the campaign's stated objective is framed as 'informing voters' about candidate views. In the tech sector, a divide exists between economic growth proponents and local conservationists. While Donald Trump defended the industry's economic potential in Ohio, stating 'there’s so much money to be made,' a Fox News poll found that 71% of voters oppose building AI data centers in their immediate areas.
Context and Stakes
The midterm stakes involve both legislative control and resource management. In Iowa, the election features Republican Sen. Ashley Hinson, a Trump-endorsed candidate, against Democratic opponents. The success of this social issue mobilization is critical, as polling suggests one-third of Republicans might abstain from voting if they perceive the GOP has abandoned abortion issues. In the energy and tech sectors, the stakes involve grid stability and water usage. Texas Governor Greg Abbott has already ordered a pause on data center permitting and grid connections pending a statewide audit, reflecting a growing trend of state-level intervention in AI-driven infrastructure development.
What to Watch Next
Immediate attention should be directed to the results of the 20 data center measures in Ohio, which will serve as a bellwether for the national AI infrastructure debate. In Iowa, observers must monitor the conversion rate of 'low-propensity, pro-life voters' targeted by the SBA's $2 million combined spending blitz. Furthermore, the outcome of the Texas audit regarding data center impacts on power and water supplies will likely dictate whether other states, such as those with upcoming ballot measures, adopt similar moratoriums or permitting pauses. The partisan divide in AI sentiment suggests that election results in the seven key states will mirror the national political polarization.
Bottom Line
The 2026 midterms are no longer solely about national policy but are increasingly about the physical and social realities of the electorate. In Iowa, the battle is a high-spend effort to leverage abortion as a turnout driver for the Republican ticket. Nationally, the AI boom has moved from a speculative tech trend to a localized regulatory crisis, with voters in seven states deciding whether the economic benefits of data centers outweigh the environmental and utility costs. The intersection of social conservatism in the Midwest and infrastructure resistance in the tech hubs will determine the balance of power in both state legislatures and Congress.
